Currently the Boeing Professor of Education, Bill came to the UW from the University of Alaska Anchorage (UAA) in 2001. At UAA, he served as the Director of the Institute of Social and Economic Research (ISER) and Professor of Educational Policy where his research focused on Alaska Native educational issues.

He is currently most involved in the Teachers for New Era (TNE) project at the UW. His responsibilities, as Senior Fellow on the project, are to oversee (with Jerry Herting from the Center for Statistics and the Social Sciences) the six TNE research projects that are underway and to help build a sustainable data system that will enable the Teacher Education Program faculty and staff to gauge the impact of the program on students and graduates. He is also collaborating with faculty at two other TNE sites to conduct cross-institutional research on program effects. In addition, he serves on the TNE Executive and Steering committees and facilitate with Wanda Brown, the Principals’ Council of the Ackerley Network of Partner Schools – a collaborative of 19 low-income schools and the University of Washington.

With a group of graduate students and Ann Foster from the National Network for Education Renewal, he is examining school-university partnerships (SUPs) with an eye to understanding more about how to measure the impact of such collaborations on student learning and development as citizens of a democracy and to create comparable case studies of SUPs.
